About 10,000 Sutter Medi-Cal enrollees in Sacramento and Placer Counties were told over the summer that Sutter primary-care doctors would no longer be treating them. Sutter worked with Anthem to shift those patients to doctors at federally qualified health clinics. Medi-Cal physician office rates have not increased substantially in recent years, but federally qualified health centers can bill the state for the difference between their fees and what insurers will pay.
