The California Medical Association (CMA) has urged California senators Dianne Feinstein and Kamala Harris to oppose the Graham-Cassidy bill, which would repeal the Affordable Care Act’s (ACA) individual and employer mandates, replace Medicaid expansion with state block grants, and establish a per capita cap on the traditional Medicaid program. The block grant would result in a $28 billion cut to California in 2026 and the per capita cap would reduce funding for California by another 5 per cent per year. Overall, the bill penalizes states like California that expanded Medicaid coverage while rewarding states that did not expand coverage or draw down federal funding.
